James Russell Wiggins was born in 1903 in Luverne, Minnesota. He became a reporter for the Rock County, Minnesota Star in 1922, later becoming its editor and publisher. In 1930, he began work at the St. Paul Dispatch-Pioneer Press, becoming managing editor before moving briefly to a position at the New York Times.
